I'm just looking for some character development for Famine, Dante and Talon, character development for the five legends, and a few good minor character I can use for the resistance and for high ranking evil guys.

Well, naturally, Famine would be a slob. Dante a daredevil (who would be cautious with regeneratory powers?). Talon could be sarcastic and, well...catty.

And some minor characters could be a mix-bag of supers and nonsupers.

Well, let's see...  For mira you could go with what healers normally get. Annoyingly nice and compassionate. However... An idea linked with that is that her mutation is not the only reason she was sent to that planet. Her family is prone to a certain genetic disorder that causes slow organ failure. Her powers keep it at bay, but the same can't be said of her family. She does not want anyone she can possibly help to suffer. She has enough of people in pain and fear...   So she fights.
