That doesn't really help you get your story started, though, does it?
What act, or series of acts, does he commit to get the ball rolling? Maybe kills one of the protagonists' parents? Torches their home town/village? Tries to recruit them, knowing what powers they possess? Maybe the same thing that empowers the heroes, empowers a criminal and allows him to go into villainy with much more power than before?
There's got to be some impetus to set things in motion, otherwise, it's reporting, and not really telling an interesting story. It allows insight into the characters' psyches, and/or the villain's psyche.
