They aren't physically approaching like that, It's more of a weakening of the walls between the two universes that contain them.

The positions are similar enough that a kind of portal- or just an weakened area opened up in the skies between the two worlds, so that each would seem to be floating above the other.

Anything with enough power and focus can jump from one world to another- Gods would find this easy, though groups of powerful mortals (Mages and heroes) could also attempt it.

One of the first visitors will be a bunch of mythical beings that are trying to get off the Other World.

 It was kinda sarcastic...but kinda not. I mean, honestly, who would blame you for a change to Chaotic Neutral plan of action? Long as it's not an insta-kill, or some mess that starts all-out war, too early in the game, I think we could see you doing it.

yes, but by this time they should have made it through to your land by now, since I ordered them to expand across the globe, and they've already reached Hazet's continent, them not being there is a sign of active resistance to their presence, or simple not noticing them.

Assuming Waverider does not sit in that Plane of Creativity and bide her time until she has enough power to strike first. And along the way, she'd be smart to amass ally forces, too.
