This is what I've got:
Nye, Elven Space Sorcerer 1: Luna Wave 2: Earth Mover 3: Venus Light 4: Mercury Heat 5: Sol Heal 6: Astronomy/Astrology 7: Engineering 8: 9: Mars 10: Asteroid Belt (Don't know what to call this one yet.) 11: Jupiter Wind 12: Saturn Shield 13: Uranus Reorientation 14: Neptune Waters 15: Pluto Chill 16: 17:Constellation Constructs 18: Gamma Ray Burst 19: 20: Singularity See, it's started at the Moon, then Earth, then heads backwards until it reaches the Sun at Level 5. Then he starts remembering mundane stuff before getting Mars, finishing off the inner planets and reaching the asteroid belt at 10. Then he picks up the outer planets until 15, after-which we starts getting into the cool stuff.

May I suggest something about a Dyson Sphere (I suggest teleportation) and something about a Quasar, or a Nebula?
Also, what did you have in mind for Mars? Have any ideas?

I have no idea what to do about Mars at all.
Dyson Spheres are man made, so that's out. Quasars are just something that happens around a super-massive black hole, and I already have a black hole ability. Nebula's are interesting, but I have no idea what I could use them for. Creating things? I could stand to lose Magnatar, seeing as it's functionally an omnidirectional Gamma Ray Burst.

Either or. Neptune is a water spell, so that's pure astrology. Right after that is Uranus, which changes Nye's gravitational orientation so he can walk on walls and ceilings, and that's based on Uranus's unique spin.
I suppose it could be some sort of physical buff, but I built him as a really blasty sort of guy and I don't think that fits.

Well, a nebula is just an interstellar cloud of gas. I would choose to produce a defensive nebula aura. It'd be generated around others, and so it'd be great for blinding and choking foes. Not to mention, since it often has gases in it like oxygen or hydrogen (and nearly NOBODY in that time would know about chemistry), it'd be a nightmare for any beings who use electricity or fire.

Interesting, I like the ordering you used, it is very well done.
This reminds me of one of the prototypes I built for class (That I'm also using for my final project currently). I made a prototype of an arcade space shooter where you played as the planet Mars. Earth had taken over the center of the universe and Mars was fighting back. The important part that might help you though is that I used a talent tree to build the skills of Mars. I had a Terra tree, for terraforming and defensive abilities since Mars is the prime candidate to be terraformed first. The Alien tree was related to martians and was built around speed and increasing the number of shots Mars had. Finally, the War tree, because Mars is related to the Roman/Greek stuff which gave Mars additional damage and eventually some laser upgrades for the Mars ship.

1. Luna Wave: A distortion of Gravity, allowing Nye to "Push" or "Pull" objects toward him. Strong as a punch. Becomes as strong a Bullet at level 10. Becomes a tank shell at Level 15. 2. Earth Mover: Nye may Manipulate the earth under his feet in a localized area. Area of effect increase at level 15 to include all he can see. 3. Venus Light: Creates a light in the users hand. May be created independently of hand at level 5. May be focused into a laser at level 15. 4. Mercury Heat: Nye emits a scorching heat from his hands. Becomes a ranged attack at level 10. 5. Sol Heal: Nye admits a flame of life from his hands, and way heal on touch. Becomes ranged at level 10. Revives the dead at level 20. 6: Astronomy/Astrology: Nye has recalled his knowledge of the stars and planets from before the project. 7: Engineering: Nye has regained his knowledge of complex Magitec engineering from before the project. 8: 9: Mars Strength: Nye may treat anything he is touching as though it were less than half it's weight. At level 15, he may apply this buff to others. At level 20, he may apply this buff to others at range. 10. Asteroid Decent: Nye may will meteorites and meteoroids towards his location. At Level 15, he may will them at different locations within his range of sight. At 20, the Meteor he can call become much bigger. 11. Jupiter Wind: Nye may unleash a strong gale. At level 20, the wind become hurricane force. 12. Saturn Shield: Nye may protect himself with a ring of energy. 13. Uranus Reorientation: Nye may change his own gravitational orientation, allowing his to walk on any surface as though it were the ground. 14. Neptune Waters: Nye may call up water from the Earth. 1. What are you doing for the Asteroid Belt? I have a suggestion, if you have nothing in mind. 2. Maybe if you need a third space filled in, try...maybe something based on a cosmic storm? Or, based on light-speed (ie Light-Speed Precognition, by displacing your vision to move at the speed of light, in effect seeing the future)?

More just a curiosity of the power.
They are fully functional planets, though. They orbit things. They spin. They have tectonic activity. Given enough time, they may even develop life. I just like the thought of his level 20 power being "create solar system." Edit: Oh wait, I could ride them!

I doesn't look too bad. Being able to call spirits into your body gives you great versatility. You are basically the perfect skill monkey, and the first person I would turn to for information.
