They will, if the majority of them had it in their minds in the first place.
If somebody naturally desires to do good, and there's more of THEM than the people who want to do bad, then sure they'll discover a way to start and maintain government where they are.
But if the majority of them is a bunch of no good wankers, with no sense of earnest respect or responsibility, then you get that situation in "Lord of the Flies", regardless even of the good guys in their midst.
Golding just provided a situation in which the good-hearted were outnumbered. Not EVERY story has to have a happy ending.
