Marv, have you ever heard of the Hero tabletop system?
Instead of defining every possibly power/weapon/ability for superheroes they simply gave frameworks for the type of functions the heroes could take.
For example they have an attribute that a character can buy called Energy Blast which is a ranged attack. All the mechanics for it simply refer to the range and damage of the attack. The player however can choose the special effects of the attack (A fire blast or a shot from a gun). In both cases they are mechanically identical, the only difference is how they are played out in the RP.
This could be adapted for your mechs. So you could create a component for flying, but the actual method for flying could be determined by the player. This way you do not have to create different components for Wings versus Rockets.
