Let's start from here and think of appropriate things.

It looks fine so far, though you're changing that Mythical Creatures can't be Heroes anymore? That makes some sense, though why wouldn't they be capable of being just as heroic as a Race?

Let's not divide up races please..... What we have already works, and by doing this we would just be creating unnecessary work to rework what we already have.

Heroes are shining, exceptional members of a group.
Each Mythical Being in this reworking would be a being of gall-stopping power from mortal perspective. They don't need to be exceptional, since they're rare enough to be the stuff of myth as it is. For every thousand humans, there may only be a few dozen dragons. But a single dragon could take on a small army.

According to the latest rules, it said that the exceptional among them could challenge Demi-Gods and said to look at the Hero section of the Rules.

It actually may make things a bit easier.
This gives us a few new categories to play with, so that we may more easily fit things into slots without having to make up to many new rules. Mina's Planar Beasts could be swept into Mythical Being status with this tweak, as they would adequately capture their rarity and power level. Mythical Races would allow you and Mina to keep most of the power of your races without having to overtly nerf them. The only way we're going to make things work better is by altering things and seeing how it all clicks.

They still can.
This would increase their normal power level by allowing people to push their magical-race types into another category. For example, I'd have no problems with a Dragon barreling through Undines or such. Challenging a individual demi-god would be chancy, but a luck or cunning Dragon could make them have to retreat. A assembly of twenty or so dragons? That could make a Lesser God slightly nervous. Of course, the total number of dragons in the entire world would probably be less than a hundred and fifty. Maybe even lower.

I can not divide my races up between two different styles of races, they are supposed to be along the same levels of power. If I make them all Mythical Races that would not make sense because Humans would be a Mythical Race and they have a religious order. They could not be normal races because they are supposed to be strong, being created by Gilgamesh after all.
I do not like new rules randomly being thrown in and causing things to have to be reworked when we could move on to just playing the RP.

Consider this, every race is supposed to be, overall equal when everything is looked at. So Each race is good at something, but they also have the things they're not good at. It all needs to balance out. If your races are far stronger than everyone else's then they've stopped being a regular race and jumped into the tier of ancient myth (for our world anyway).

They wouldn't fit into the current rules either then.
So I don't know what you want to suggest. One way or another, I'm going to make rules for races and mythical beings to follow, or people will continue to attempt to combine the two. Mythical Beings were originally meant to be city-stomping-natural-disasters. Eventually, they got used for "More Powerful Race". I'm trying to stop that.

They are not inherently stronger than any race, though they do have more of a history of combat
The problem is, each of my races would have to stay the same rank. With their connection to Gilgamesh, it would only make sense for them to be created in the higher tier of races as well.

Then you'll have to make sacrifices, as we all will. Actually, this might allow GV to define his Vandals better if he didn't do it to his full satisfaction earlier. It's a win-win for all involved. And I can't define Mina's races under the current rules to my satisfaction BTW.
