NO! WRONG! YOU FAIL! YOU FLAILSOME, FAILSOME FAILURE-FACE! MWAHAHAHAHAHAHA!!!!!

But, actually...Yes. The power in question is Instinct Negation.

The madman enters the bar, and before anyone even reacts to his presence, he waves a hand calmly to initiate his superhuman ability, Instinct Negation, which he has been honing for quite a while, to increase its range. Due to its effects, everyone continues to go about their good old time at the bar, as though nothing is happening.

Even when the killer pulls out a knife, and begins slitting throats and stabbing people, no one's fight-or-flight instincts go off to tell them that something bad/wrong/criminal/evil is afoot. They watch their friends and loved ones being cold-heartedly slain without the slightest thought that such acts are evil in nature, and without the slightest thought that the same thing is about to happen to them. Anyone else who should enter the bar at this time, the killer will be more than happy to include in on the fun.

The killer finally finishes relieving his tension, cleans up behind himself, does away with the security cameras (and the recorded footage they held), and calmly exits the building. Having satisfied his murderous urge, he quickly relocates to another town, with the intent of starting the same process again in about a couple weeks or so, in the event he should happen to grow bored.

(Great work guessing, folks! I was hoping this one would keep you all on your toes, and this one provoked some great questions! Well done! Now, if he doesn't want to pass the turn on to someone else, the next riddle goes to Myself. )

But I wonder if someone who has his instincts numbed really wouldn't flee from a mass murderer scene.
Sure, your fight or flight response is gone. But even a cyborg with no feelings would calculate that it would be better to get out of that bar.

Yes, a cyborg could calculate the danger of the situation, and react. But a human needs instinct for that. Fight or flight instinct is all that causes you to react to what you perceive as a dangerous or harmful situation. Without it, you feel no danger, no need to panic, no need to react. You might react to it in the same way you react to a murder in a horror movie: it's repulsive, but has no compelling sense of reality.

A young couple walk into a theater to watch a movie together. This is a special night for them, so they wish to celebrate it. However, while there, no viewers of the movie come out alive. The room is badly damaged. Unfortunately, the police have withheld the exact details until it can be solved and is on a need-to know basis.

I think this may be a difficult one though.

Does the power have more than one function (defense, offense, support, etc)? If not, what is that one function? (If it has more than one function, I won't ask what they all are; I'll guess)
Is the power used ON the couple, or BY the couple?

No, just a reason for an event like this. I was planning to give it importance, but didn't bother (still the same power, though).
No, just an event for the location.
No, I just needed to have central characters.
It is an energy-based power, closer to being magical/psionic than any of the other suggested options.
It has a multipurpose function.
No, they were simply victims.

I will compensate for the difficulty by providing in-depth answers which may answer others and will also be willing to answer almost any question, including very precise ones (to an extent, of course).

Damage/Distort/Disrupt/Negate? None of those.

Support/Augment? Augument, I suppose. 

Defend/Negate? Niether.

Mimic? No.

Is there an immunity power existing on the main site, that you know of, that specifically resists, works against, or otherwise interacts with this ability? There are powers to defend against this, some more directly than others. However, none are directly targeted at this ability.
