....could he have moved from the spot at that time i he wanted to. Yes, he could.
Did he simply decide not to go on that train? Yes, he decided to do something even though it meant missing the train, or I should say he was formed to do it.

The "guy" is the guy refered to in the story. That is the one who wanted to board the train but stayed behind. He is not the one with the ability.

It would be giving too much away. But, to help you, on this particular day, in most countries, people are taught to behave in such a way, and some people are trained to do it.
