Is he conscious/aware of things? Yes.
Does he has the superpower or is he affected by it? He is affected by a superpower.
Does he need to board the train or does he have a buttload of free time? It doesn't matter. Let's just say he can just take the next train but he will arrive late to wherever he wanted to go.
Was he waiting for someone? Nope.

Procrastination? No.
A glue based power? Nope.
One of those powers where you lose awareness of everything around you, like some Omniscient-like power (can't check - Bad Gateway). Nope.
Railway Teleportation-esque power? Nope.
