On topic: Character creation for this seems to be getting complicated, I know what sort of tech character I want to make but I don't know the lore to make it fit.

It's not that so much as it would be better if it was all centralized, and it also doesn't feel as though we have the whole story.

I mean, I built my guy out of the bits we know, mostly the war and what Dryad said about where the energy for magic comes from.

It's a high level of science but not too high, man I wish I knew what the levels of tech were. As for the story of conflict gets kinda complicated. Its post-apoclyptic time frame. Set couple centuries after the end of the world.

The basic set up for how things led up to where they were was that after the "end of the world" thing people some people started gain magical abilities. With the magic the society's tech grew again at a faster pace than before. At some point people started not trusting the people with magical abilities. At some point they were driven out of the cities and they eventually formed their own society.

Because both sides grew apart from each other their ideals would clash.

Just in case you need examples of tech. They have no A.I.s no giant robots ,but at least one story big mechs (like in Lost planet series) and have not developed space travel. As for lasers they only have experimental railguns and use regular ammunition aside for some weaker energy weapons. However one of the tech sides crowning achievements was the soldiers implanted with the sorcerium ability. Few would survive the process to obtain the power, but ya. The do have some capable hover vehicles. And create custom tech for certain individuals with psyche powers.
The neutral side is smaller society filled with people who disagree against both sides onslaught of each other. However because the are few in number they have few resouces for their tech and magic can be harder to strengthen or control. There are a few that rise above these set backs being the Four Aces. With few exceptions some of the people in the neutral side can use a mix of magic and technology however they have the set backs of both being hard to manage there mana and the fact tech needs repairs now and then.
The average Soldiers use regular guns with regular ammunition. After some degree of training and experience the get to have fun with the more complicated toys. Like mechs largest is two stories. Or some plasma weapons aka energy weapons. There are some things like rocket boots and jet packs but soldiers need extensive training for that.

Then as for special cases. There are sorcerium users who are allowed any weapon provided they have the training to use it.

Then people with psyche abillities. For example One of the characters you will encounter is named Annabell, her ability is sound manipulation. The tech side made a sleek like arm glove thing ( Can't find the right word for it. Also it reaches past her elbow.) that can play music. The way she uses it is that the sound can be amplified by the glove to the point in can cause physical damage and Anna can shape it to Cut crush or even form a barrier that crushes anyone that gets to close to her. The Glove can also deploy hover speakers that move to where she commands them but can be destroyed by an enemies attack. the glove has one speaker attached to it so she has a weapon with her all the time.
The average warrior on the magic side is more of a spellsword than a full all-out mage. They tend to utilize both magic and martial arts when fighting. Even the leaders try to mix both physical training and magical training into their daily routine.
not all of em have normal guns. Even though railguns are still being tested that never means they try testing them on the field. Also I keep mentioning plasma/energy weapons. Of course they are gonna harness plasma to fight back. And mechs are the new tanks. Try surviving giant shotgun shells near one of these things while one of its arms has an energy chainsaw.
Nope no magic gene. As for the guns Tech can keep them off hand of magi cause the weapons implode upon five minutes of the users death. Magi that do use guns are in the neutral side cause their techs can remove that bomb.
not just metals but energy to maintain robots the key pieces to program their movements and combat. And any robot that is made can move freakin fast and are agile enough to handle a mage. Just making drones is useless because they always get destroyed easily.
They have obtained a lot of energy but most issues with robots on the field is they don't have the creativity of the human mind. If a drone is loss not much will be left of it to scrap cause magic would be smart enough to scorch em. If the parts were to be retrieved it would be in a close and safe proximity.

As for energy its more of would you want a mass army to recharge em batteries and die like crazy. Proof of this is Star wars. The dam drones tend to die more often than a black guys death in a horror movie. Excuse the possible racism in that comment.

Most robots if made will be made to last long but will be enough as a guardian of the cities. If there is robots on the frontline then that's because whoever made their customized Robots are on the front.
Yup the Ace of spades Reginald Stern

One of the most skilled sorcerium users of the world. Pretty dangerous person if ticked off.
When sorcerium is applied to you're character he will have little training for it though so he can form bullets and armor, however for the more creative ways to use it will require training. Also the armor of sorcerium is naturally formed by the user.
Well, let's put it this way. You know what Abjuration is right? Well, imagine all of your stuff flying right back at you due to wards put up by the most skilled Abjurer that the Order of Magi has. That is Yvonne Carr. She also has use of Spirit Magic, though more in the sense of Shintoist belief that everything has a kami and that a skilled Mahoutsukai can control those kami, than what is on the SPL. Yvonne Carr is one of the City Leaders of the Magic Side.
The kami warn her of the sniper before even a bullet is fired. Actually, even before the sniper is in position. It doesn't work as well near the Neutral or Tech Cities, but Yvonne reigns supreme in the Magic Cities. She generally doesn't leave them as well, but when she does it's usually very important.
Yup that would work. Also with the training for sorcerium you will learn to control the density of the metal as you gain more experienced. A highly skilled sorcerium user can make armor piercing rounds for any gun.
Yes you could use sorcerium sword. Funniest way to use one is have a knife stab an enemy and out pops a swords blade from the other end.

When a sorcerium user gets more training they can shift weapons shape during combat. Reginald aka the ace of spades utilizes his knife on many occasions. He usually tethers sorcerium to his knife so when the throws it he can pull enemies towards him or make it act as a grappling hook.
The neutral side really more varies within abilities because they utilizes both tech and magic for their community. A unique thing that few have mastered is having mana powered tech. Or even robots formed by scraps and mana.

The relation with the other factions are well... they are kinda looked down upon both societies.

For equipment they tend to salvage what they can from the battles between the two factions.

Originally they were just a group of people gotten rid of for opposing the whole war within the cities. Most were ran out by their fellow citizen. Few left willingly of their own discretion. At some point few rose to lead these people and they eventually made home in an abandon city. Which was then named the City of fifty-two. The neutrals have 5 main authorities. The ace of hearts, diamonds, clubs, and spades. As for the fifth he is a information broker who rarely reveals himself to anyone. He is known as Chesyre.

City itself is a gambling city and the community is tightly knit together. Since it's a neutral area both factions are allow in followed that they obey the rules of the city. Each ace has a set of 12 underlings that work for em so ya.

Keith Stone - Magic Side, Ice Mage, Weapon: Two Katana, Gender: Male

Brian Carniss - Tech Side, Psi Power: Technopathy, Heterochromic Eyes: Blue and Brown, Hair: Brown and Short, Height: 5' 3", Age: 20, Gender: Male, Prefers machines over people but can always befound with Sosha

Sosha Smith - Tech Side; Psi Powers: Astral Projection, Telepathy, Mini-Me, Swords of Aging; Height: 4' 11"; Age: 19; Gender: Female; Hair: Black and Short; Eye Color: Brown; Weapon: Plasma Blades; Spends most of her time in a laboratory and uses only stuff of her own design

Aaah, by formation I thought you meant the way in which the cities formed in history. How they started as villages and grew to become cities. However the positions I can explain easily.

Ok, well the cities are in a pentagram with the Golden City at the northern point of the star. Then, at North 72° East is the city representing Water, at South 36° East is the city representing Wood, at South 36° West is the city representing Fire, and at North 72° West is the City representing Earth. The cities are in this formation because the pentagram both amplifies magic and is an extremely potent symbol of protection. Understand?
Tech's basic defenses are their robots that guard the cities. With anything in certain proximity is detected they will know about it. Also since the robots are closer to the city that means they can and have the means to repair each other on the battlefield. So imagine having an enemy that just won't die. Course cutting the signal controlling them will render them useless. If any of the cities are driven to an extreme they will use the destructive experimental weapons until they know the city is safe.

For neutral there defenses are kinda weak because they have few resources to even use. So maintaining a constant defense is an issue they are trying to over come. So far they have key members keeping eye on who is allowed in or out of the city. Though the single fact that four of the most wanted people between the two sides are sharing one city usually keeps an army away from there.
Multiple things actually the thing I love about when people in science are at war they study the enemies for weaknesses. And if the have a test subject to experiment on they dissect that enemy to find weaknesses. Teleporting itself in this world takes a lot of energy from any side.

In the history of the two sides the techs were originally losing until some of the people got a better understanding of what they were fighting thus precautions were taken upon certain scenearios against the enemy. And also trying to come up with anti-magic weapons is hard and can possible shift the balance to easily

Then the neutrals who force both sides into stalemate. The neutral side just recently appeared and haven't even been around that long. But they have become notorious among both tech and magic side.
Mages can't use tech because it usually explodes seconds after its wielder dies. Cabanilla explained that one. And the stores of energy that each mage has is limited and can be replenished by eating or meditation, but they can't go above a limit placed on them by their own minds and bodies nonconsciously.
Sorcerium can produce an armor than can protect the user but that armor can take damage and break. So physical attacks work best against sorcerium. Also the tech side did have counter measures for rouge agents. Sorcerium users are pretty much agile human tanks. So they use armor piercing rounds to kill them with. Or an equal to eliminate them. Being skilled mech pilots. Mech gear can compete with sorcerium users its just they aren't as agile as they are for missions that needed that speed. Course the more skilled sorcerium users know how to make stronger armor. Even with training armor is hard to keep together while being constantly hit.
Yes, they can use cooperative group magic but more than 9 out of 11 are too independant minded to do so and it's usually the really weak ones who use magic in a coven-like way. As for drawing energy from outside sources, that would be the blood mages and they do so by taking in blood. Of course, the public tends to disapprove of them.
You definitely could not use Sorcerium and magic in concert.
Okay finally came up with the name for the neutral side Thanks for all the help with the name using the word Children actually made the the choices slimmer.

So here are each sides name and the final name for neutral side as welll.

Also Dryad can you come up with the Mage's equivalent of sorcerium users. Mages are gonna have a tough time killing mechs and sorcerium users. That and I think some people are really underestimating mechs. I seriously want someone to make a mech character. Considering how mechs can vary in size in movement. Standard mechs are heavy slow and can do heavy damage.
Ok, got it. The Order's group that wiill be equivalent to the Sorcerium users will be... Are you ready for it? The Halves!

Basically, the Halves will be half-human, half-mythical creature. There aren't any natural mythical creatures in this world so the Halves are created by way of a dangerous ritual that can result in death of the one becoming a half if even one thing goes wrong. As such, most mages won't be chosen/volunteer for the honor of becoming a Half. But if they do, then they will have a definite advantage over others on the field of battle. In general, a Half will be stronger and faster than most humans and mechanical objects on the battlefield and Sorcerium won't affect certain abilities that Halves can use. What type of Half one becomes determines the ability one can use. E.G. A Dragon-Half will be able to literally spit out nonmagical fire at will. A Demon-Half will be able to take control of an enemy's body by biting them then going into a meditative sleep. Each Half will also have one or more natural features that also increase the number of capabilities they have. Ex: Claws, fangs, wings, tail, etc.

I may add more to this later, but what do you guys think?
Well you can't do the weird thing in sci-fi movies where you have control of everyone at a given moment thats an obvious one.

As tech leader he or she should have something they specialize in. Course being the leader you get more benefits to making the character. Limit for bots and is allowed custom tech just for him or her.

For leader though there is a set limit of what he or she can do. But for creating them ugh well Creation parameters I would say they would be purely tech based weaponry. No sorcerium, but psionic powers are allowed. Hmm its kinda hard to think of the other stuff. Oh no robot doubles that shit would be annoying. The leader is rarely allowed to go to the front of the battlefield.

He would mainly operate in the central node which is the tech's Capitol. The leader is also allowed access to experimental weapons for his/her own interests. Thats all I can think of so far.

Also last thing you and dryad come up with a cool nickname for your leaders kay.
Whoops forgot to post monday oh well tuesday will do. So I was thinking of actually making the current leaders of the Children of eden more mixed with abilities and equipment. I still got a few kinks in some of the characters.

Leader update for Children of Eden

Reginald Stern (Sorcerium user)
not much added to him I'm just allowing him to use magically augmented weapons. Though combinations of the weapons augmented core can lead to deadly encounters.

Leonard Kane (I think I named this guy that name)
commands robots four robots each one relies on a different element for its advantage. Magical cores allow for some limited manipulation of the elements. He is still working on how to make em more effective with the cores.

The other characters I'll post later.
Codex city (information and stealth ops)
Leader:  Kaila Ports  -  A stern and determined female who leads Codex City.  A skilled Stealth Ops agent herself, Kaila leads her designated citizens with a firm but fair hand.

The Medical Ward (Okay kinda obvious mad doctors/ scientists or just incredibly skilled medics)
Leader:  Archimedes Hans  -  Possibly the least sane person in the Tech cities and also possibly the most ingenious medical mind. Archimedes is quite mad.

The Foundry (Robotics and weapons development, if you're wondering this is where the experimental railgun is.)
Leader:  David “Icon” Castle  - Eccentric, strange and odd are a few words that describe Icon Castle. He is also as loyal as they come and practically addicted to robots.

The Compound (Basic training for soldiers. Especially in C.Q.C. combinations with a gun. It's where most of the mech pilots are also trained.)
Leader:  Jeremiah Holds – Commander Hold’s training methods are often viewed as harsh and painful, but they always work. He’s a tough man, but also a brave one.

Central Node (Links it all. Main area for custom tech and training high priority operatives. Including people with psionic powers or sorcerium users. Few of the trainees are normal humans that are extremely skilled especially the mech pilots since they have trained themselves in a scenario of losing the mech.)
Leader:  General Rook Maycorn – Stern, Wise, Kind and hateful of Magic.
Golden City: Capital city, training area of the Halves and regulates all the other cities
Nishikawa Seiya, 'Kokoro no Soro Kara': Utilizes magic of an elemental nature and can often be seen praying from the depths of his heart to the gods he worships. Thought to be a Dragon-Half.

Terra: Training area for those who wish to specialize in protective and strengthening magics, is also the basic training area
Yvonne Carr, 'the Abjurer': Very good at creating wards for various reasons and can also call upon kami to talk to her. Loves to play pranks on the mages directly under her, all of a harmless nature. Fully human, not a half whatsoever.
Sonia: The head assistant of Yvonne and a Medusa-Half. Is often the one with the most pranks played on her and is very serious, trying to get Yvonne to actually do paperwork, but more often than not is the one who does it.

Inferno: Responsible for development of weapons and making new fighting styles.
'The Fire-Rat': The Fire-Rat's favorite thing to do is walk around with blue flames surrounding him, they can't burn him, but this does make it very difficult to do assassinations. A Fire-Rat-Half (Reason for the fire immunity) and very loud and rash, more often than not will make decisions based on a whim.

Mizuno: City for the learning of sympathetic magic, more often than not used for healing.
'The Healer': A very calm, quiet leader, often found swimming in a pool in the morning before teaching advanced sympathetic and healing magic classes in the noon and healing those who need healing in the afternoon. A Naiad-Half.

Oakleaf: Responsible for the development of better spells and information gathering.
'The Druid':  A Wolf-Half who will often spend her free time doing tea ceremonies with close friends and chatting the hours away. Likes to write letters to the other leaders and recieve advice from them for development of spells of their magic types. Best at Nature-based magics, but also has minor skill at the other types
Warring nations, the Order of Magi and the Empire of Steel (Did we change the name?), each use magic and tech to fight a large-scale war against one another. Caught in between the two are the outcasts, the Children of Eden. Pick your side in this war, whether it is Tech, Magic, or Neutral and make a character based on that and approval from that side's GM.

Order of Magi (Magic) GM: Dryad Knotwood
Empire of Steel (Tech) GM: Marvelous Miscreant
Children of Eden (Neutral) GM: Cabanilla
