Well, imagine all the things you take for granted every day. Junk food, being able to reliably get gas, new television shows, being able to hop on a train or boat or plane and going anywhere you want, worldwide news coverage.

Your character grew up with none of these things. That bartender? The alcohol she's serving she either brewed herself or bought from someone fairly local. The cities? Mostly empty, because it's hard to grow food there and the population isn't high enough to fill them and won't be again for another few generations, if ever. Old people? Rare as hell. Medicine? More valuable than gold.

If I making this sound post apocalyptic, that because it's, well, post apocalyptic. The fact that Wayne can afford to keep not only a car but a cell-phone and a working laptop means he's either very rich or has people providing him with these things.

 Pretty close.

Admittedly, a great deal of the world is like that (Detroit, Haiti, Oklahoma, Kansas, etc), but certain places are somewhat better off. Arizona is one step above that (simple, but fairly serviceable), while Santa Fe is a step above that, and Odessa and New Orleans are one step short of an oasis.

It's all really a matter of the efforts the citizens put forth. You'd be surprised what hydrokinetics can do, when paired with geniuses trained in hydroelectric engineering.

In California, they'd be like the Beverly Hills of the post-apocalypse. They even have as many as maybe, like twenty channels on TV!

(And yeah, basically, I expect Nadia to be a jerk. Capable of showing emotion at the right time, but in all, sort of like a real-life version of Grumpy, or Grouchy Smurf.)
