Pretty close.
Admittedly, a great deal of the world is like that (Detroit, Haiti, Oklahoma, Kansas, etc), but certain places are somewhat better off. Arizona is one step above that (simple, but fairly serviceable), while Santa Fe is a step above that, and Odessa and New Orleans are one step short of an oasis.
It's all really a matter of the efforts the citizens put forth. You'd be surprised what hydrokinetics can do, when paired with geniuses trained in hydroelectric engineering.
In California, they'd be like the Beverly Hills of the post-apocalypse. They even have as many as maybe, like twenty channels on TV!
