Well, it can be assumed we can't control someone else's character without permission. But that usually goes without saying.

I think we can do things to other people, but leave the interaction open. As in, you say 'I try/think/decide to do X', and leave it to the other character to react, deciding whether or not your action is accepted/successful, etc.
