Two such characters were a duo who constantly try to join the bad guys gangs but ultimately fail due to incompetence. One would have the power to simply turn into a dog, while the other can stretch his tongue out like an extra appendage.

The Dog one would be a slob, always covered in dirt, while the tongue one would act as though he was very sophisticated and smart when he actually quite imbecilic.

That's the plan. They'll fail out of just about every gang before finally trying to join the rebels in the end.
