An ally's maximum points is a % of your own.
For example, if you have 200 Character Points to use, you can get an ally with 50% of that- it would have 100 cp. This doesn't reduce your Cp, though. The cost for the ally is based on what % of points it has. More is more expensive. Then it's multiplied by a number based on how often your ally is around. For example, 25% Ally is only 1 Character Point. Then if you want it to be around always, you x4. So 4 Character Points. Then you add any enhancements, such as "Minion", "Summonable", "Special Abilities" or limitations like "Unwilling". These add to, or subtract from the cost. So I decide to have my ally be a Minion (Never leaves you). That's a 50% price hike. So it'd be 6 points. Allies are rather cheap.

The advantage is Enhanced Move. It doubles your normal move.
It's 20 points, then 20 points to raise your Move high enough to be doubled to make 40 mph.
