You should draw Gob. I have my own idea of what he looks like, but I want to see how accurate it is.

To keep this on topic, I've never heard of any monster that can control all weather unless we're counting eastern inspired dragons. But there are tons that can cause certain types of weather, mostly stuff that was supposed to live in the ocean or around water.

If you were to make a group of monsters that could collectively manipulate most forms of weather, what would they be?

Some of my friends are playing a custom version of D&D and we need some mythical creatures that fit this power description.

Spriggan (bring storms)

Set Animal (bring storms, sandstorms, etc)

Zduhac (protect against spirits who bring bad weather)

And undoubtedly others.

A spriggan is an ugly little fairy. Said by some to be the ghosts of giants, they're basically the bruiser enforcers of the fairy world. Guard graveyards and fairy treasures and such. Capable of changing to giant size, and also sending storms to ruin crops and whatnot.

Here's some more info that I undoubtedly forgot and left out.

As for Eastern Dragons, I'm not very familiar with them, but I know that wherever the Harpies flew, they brought storm winds with them, sufficient to carry things away, which would never be seen again. They were known as the Hounds of Zeus, and basically presided over violent storm winds.
