Yojimbo helped Balasar and his gang escape from Gilgamesh's island and watched as they went to Wulf's place because he was bored. Once there, Yojimbo watched as they went on raids and eventually turned the Dragonborn invisible to get the attention of Wulf's pantheon with stories of his towns being haunted. Yojimbo and Wulf's pantheon made a deal to not interfere in the situation and to let the mortals create the outcome.
One of Zale's people, Sonia, found the Dragonborn and massacred them but then brought them back to life and left. Wulf's people eventually found the Dragonborn and the Dragonborn attacked them. Wulf's elves came to their rescue. During the fight a group of Zale's Spirits appeared and stopped the fighting, followed by Wulf's Spirits who came to talk to them, and now Vault's Spirits are coming to held deal with the situation.

In addition to Balasar, there is an exiled Succubus, Brynhildr, in Uburra-Namall's lands. She killed one Boquabian and ate their heart. Next, she was surprised by and knocked flying by a god, Itself. As a result, Brynhildr is in a tree with broken ribs and possibly spine and was found and is being watched by a pair of centaurs, one of whom thinks she is a goddess.

Poor Balasar, he just wanted to be a professional bandit, but he has managed to gain the attention of Spirits from at least four continents. I have to say that is pretty impressive for a non-hero.
Is he still restrained by the presence of the Spirits there?

I would guess probably, yes. Wulf's Gods have left, but Zale's Gods are still there.
@Zale: How many Miracles should I have Illusia use to make it so that anyone who seeks protection from anything in a temple recieves said protection? Taking into account of course that one of Illusia's domains is Temples.
