It's not.
It duplicates the single technique- Independent of each other. It allows for no improvement or change, because they don't have the inherit, central ability. If it's not like that, then Dryad shall have to answer.

Let's say the clone -Blade(with a human wielder) was attacked by a winged man with a sword. The winged man swoops in with a slash. The clone-blade could copy the slash, but not the swooping part, because the user does not have wings. Phi's spectral energy falls under the same principle, because it is not something that anyone could do.

That's how it is. The technique is copied, but it can't be improved. That's one problem with it, but it still works.
@Marv: Nothing says a technique cannot include an inherent power.

So...
Itself is rather large, around the size of a horse. It's somewhat humanoid, though with a very lengthened torso. From it spring many arms and legs, all ending with steel claws. It has a long head of black hair that conceals all features, except for red eyes and gashing steel teeth. It's very fast. Hard to kill. Impossible to catch. Feeds on fear, and grows in size and speed. However.. it has some weaknesses, mostly self-imposed. It never hunts in the day, for unknown reasons. It will never enter an occupied house or building. It will never attack children and has been known to spare people near them. It will only eats a single time each night. Afterwards, it will scare but never injure. It can't stand the sound of bells or clapping. It always attempts to flee those sounds. It suffers a temporary personality reversal if it ever beholds it's reflection, becoming kind and protective of others.

Like I said, A technique is learned. And since you cannot learn an iherhent power, because it is inherent. It is not part of a technique, though it can be applied to one.
I suggest you try and work this out with Phi, without arguing. Listen to his argument and then come to an agreement.

So she can only use it exactly as Tirion at that moment showed? Meaning she can not use it as freely as Tirion since he is the one who truly has the unique power.
I would like to point out that you used it wrong. The Spectral energy is random in the outcome, she can't control it.

If you look at the Miracles that have been cast on Phi's race, they could actually take on the traits of those they face so they could end up with wings. The swooping part could be copied though with a levitation spell or a spell for flight.

It's just that they feel that your Clone-Blade allows the hero to do anything that anyone with a blade can do.
I would just beat the snot out of her with a war-hammer. Or sic dwarves on her.. They use axes and hammers. Not to mention, your sword would be useless if it copied the techniques of a different kind of bladed weapon- the balance and strike distance would be off.

That would work, except that several of mine have been established to use swords. I'm fine with her copying their fighting skill, just not the very core of my heroes.
