Gilgamesh has the domains of Conflict and Power, his character should be making armies to fight right now, but I'm acting out of character by not attacking those who don't want to fight.

Chaos is more subtle wolf. They don't attack, they make others kill each other off. Example: The apple which started the war of Troy.

If I were actually roleplaying instead of imposing myself upon the character. Things would be much worse than they are now.

Zeus and Kronos, you mean. And that was only once.

The Norse gods were worshiped by a race that valued fighting anyway.

And angelic/demonic conflict is mainly social, like trying to persuade humans for one side or the other.

Actually, you should be governing over the aspect of conflict. Not just martial either, debate, money disputes, marital. Conflict comes in all shapes and sizes.
