This is rushed and will need to be tested.
Servitors, Lesser Mythos, Heroes, Greater Mythos. Servitors still gain a single stat point, but it's now more relevant since they can use it to substitute like greater gods. They have 4 skill points, and may not have a skill above two. Heroes Heroes gain skill points based on their power upon becoming a hero. Mortals gain eight skill points, any may have no skill above 2. Mortal Heroes typically live longer than a normal member of their species, and may, at the hero-ifi-ing god's grumption, be freed from any sort of racial weakness. I.E Heroic Vampire who can walk in the sunlight. Lesser Mythos gain two skill points. Servitors are freed from their flaw and gain two additional skill points. Lesser Mythos Weaker and more common. They gain six skill points and may have no skill above 3. Greater Mythos Bigger, Scarier and less common. They gain ten skill points, and may have no skill above 3. All ranks of gods get an additional 2 skill points.

I need someone to help me test this in the arena.
Basically.. Use these new rules to make things.. Mortal Hero v Lesser Mythos Mortal Hero v Servitor Lesser Mythos v Servitor Demi-God v Greater Mythos. I just need someone to volunteer to make one thing, I make the other and we have a fight in the arena. This is faster than making a Beta. For this sake, Basic Combat Rules.. Each entity has a number of "Conflict Points" when they enter a conflict. Whenever the apposing entity beats them in a skill check, the number by which they are beat is subtracted from their Conflict Points. A Mortal Hero and a Lesser Goddess are having a sing-off. The Mortal's singing ability is skill 2, while the Goddess's total skill ability is 4. When they force a skill check, the Mortal looses and has his conflict points reduced by two. Once you hit zero, you loose the conflict. Normal Mortals have two points. All Heroes, Lesser Mythos and Servitors have ten. Demi-Gods and Greater Mythos have fifteen. Lesser Spirits have twenty. Pantheon Leaders have twenty five. Conflict Points are restored whenever it is dramatically appropriate, or after a rest.

Also, Divine power cannot be used in or to affect Môsôoriku or those within without permission from Mina or her pantheon. Note: As Antilaw is supported by 5 Divine Artifacts, Mina has no need to pay motes for when Antilaw acts. In addition, Antilaw covers the entirety of Môsôoriku and is for the most part immobile. And I'm guessing that the Gehenna-Bound are now Greater Mythos?

It was made to compensate for her weakness by allowing her to control sea life and natural disasters created by her Wrath skill. The problem is that skills can't be framed in absolutes.
Anyone who's Perception + Skill is better than your Stat + Skill is going to have a chance to detect and trace those copies back to you. This could be an extended Conflict, but there is always the chance.

Right, so then I need to rephrase every single skill for Mina and her gods as well as several of her heroes. Let's try Koneko then for now. I still can't think of the last two skill points for her
though right now. Imp Hero
Skills:
What’s Yours
is Mine and What’s Mine is Mine (Active) (2): Koneko copies any mortal
technique that she has seen, so long as it doesn’t require a special Artifact
or Divine Artifact to use. Divine Techniques take more time and effort to
replicate and even then, Koneko can’t use them to their full potential.
Strength
(Passive) (2): Koneko strikes harder and lifts more weight than the average
being as a result of her having trained so much in Mina’s Planes.
Agile
(Passive) (2): Koneko reacts fast enough that most opponents appear to miss due
to their own aiming. Her reflexes are a result of Koneko’s training in the
Plane of Opposite Balances and Gehenna, meaning that they cannot be negated as
a magic effect.
Bio:
Koneko is
the only Imp to ever have a chance to be a hero and even then, she is the one
who does the most administrative work in all of Môsôoriku, making sure that the
land’s governmental and economic factors all run as smoothly as possible. She
is highly revered by the Imps and the Kata for being so good at what she does,
but they stop just a hair short of treating her like a goddess.
Koneko was created during the Tournament of Heroes and has
lived since then as the de facto leader of Môsôoriku. She has seen many of her
fellow heroes decide to sit down and rest until things get bad enough to be called
upon once more as well as been given reports saying that some of them died.
However, she has not given up hope that things will get better. When the
Lycanthropic Wars started raging across Gammara, Koneko tried to get everyone
together to talk things out and have them choose a leader peacefully, but to no
avail.

Part of me thinks that Strength and Agility are a bit to broad to be used as skills.
Since Strength is basically Good At Any Activity That Requires Heavy Lifting Or Hitting!
