I think the idea is that there would only be One Tool of Office per Spirit, so which ever Divine Artifact is your strongest or most iconic would be the one you used for your upper tier.

Why they would be the Tools of Office?
From the beginning I had one major Divine Artifact for each of my Major Spirits and then supplementary Divine Artifacts to support their power. The Supplementary ones are the ones I'm saying to take away their power granting but to otherwise leave them as they are. Golden Dragonscale Armor is Gilgamesh's tool of power because its the reason he is able to do the Phi-pocalypse type acts. It contains the power within him, builds it up, and lets him release it while the armor holds him together and lets him channel it. It is also his icon, he is the Big Dragon decked out in his war armor. Muramasa is Yojimbo's Icon because he is the Spirit of Conflict and titled Gilgamesh's blade. He is the soldier that likes to stir up trouble and Muramasa feeds his warrior's spirit. same for the others.

Well, technically, the necklace could just be a portal into her Plane, for any mortal who wants quick access (and gets the goddess' permission). Being 'heartbroken' can denote amazing romance, grief, inspiration and epiphany. So, yeah, I think I'll keep Heartbreaker.
