Yeah, maybe 45-50%. And when they depart that cave, naturally most will go on to the land between Elf and Centaur territory. Some, however, will take the chaos as a sign from the divine, and go crawling back to live with Kotu's corrupt ranks.

So, mechanics. Let me post an idea that I think Phi was driving at in regards to divine artifacts.
Divine artifacts now represent skills at (2) for Normal Artifacts and (4) for Divine ones. So, lets take the Equalizer as an example. Now the Axe has a chance to cut through any defense or structure. Any mortal thing is going to be cut before it. Against another divine artifact, I'm not sure. We have to think up a system of conflict resolution for that. Now, Divine Artifacts don't stack. In fact, skill don't stack. You can only use 1 skill per any one post. So I can't use both Brother Eye and Man in the Dark in the same "Turn."

I didn't mention the tool of office, because I wanted to differentiate it from the other system.
The Power of the Tool of Office is Immutable. It will always do what it says in the description you give it, no more no less. Give it one good thematic ability and keep it that way. You can also only invoke it once per "Turn."

Alright, I like where this is going.
However, if Artifacts are made to be used by Mortals and such (As occurs in many legends, like the giving of a sword by a lady in a lake), then making then take up actual points seems.. counter-productive.

Not at all. It just takes those measly little points and put's them in a mortals hands.
Even a Normal Artifact represents a (2) Divine skill. That's easily on par with Excalibur keeping you from bleeding.

I think you misunderstood me somewhere. I probably wasn't clear.
Gods are still built the same way, with the same number of points. Artifacts and Divine Artifacts convey additional skills that are assigned upon their creation. Or are you saying that people will be unwilling to part with them because of these additional skills they convey? My answer to that is another idea, that of limiting the amount that they can have "equipped" at one time. This is just a rough idea for a breakdown, but: Overgod: 1 divine, 2 normal. Major god: 1 divine, 1 normal. Minor: 2 Normal. Demi: 1 Normal Mortal: 1 Normal or Divine. Sort of like that, except making more sense.

By points, I meant Points which Gods are built on.
It seems appropriate. Though now I need to find an appropriate ratio of mote:point exchange. Oh, and the rate of Mote gain needs to be drastically changed.
