I like this idea already. Powers hmmm, lets see. Would you approve of any of these, I am still trying to pick one.
Weather manipulation or atmokinesis?Good for battle and sailing.
Animal mimicry?Plenty of animals underwater to mimic the abilities of and would help a great deal.
A limited form of molecule manipulation?Good for combat and building.
Telekinetic energy generation?Useful underwater to remain capable.

I don't need someone who has an ability that lets you do almost anything, or one that you can use to just steamroll over everyone.

Very well.As long as Myself agrees with me. No mytthpowers, cardstack, or too powerful ones. Reasonably powerrful ones should be okay just no overkill.

Just as long as they don't abuse them.

Or maybe a form of Aquatic Adaptation that physically alters your body when in contact with water.

Sounds like a good idea for the theme. You will have an advantage almost all of the time and could pretty easily defeat enimies in the water.
