That's a pseudo-god created by a bunch of people. It's a magic construct with an absurd amount of magical power poured into it. This makes it rather powerful, though most are reliant on it to do impressive things.

It would be called, "The Illusory Labyrinth." It's effect is to be a maze that only the Shadow-Scarred can teleport into or out of. It will change its layout randomly every second and its purpose will be for the protection of the Divine Artifacts that hold up the law that Mina created on her land. Its location will be around 80 kilometres underground with only one entrance which will be at the exact geographical center of Mina's land.

Well, it could be a plane of creativity and imagination. Contained within the necklace Uburra-Namall always wears. Like, literally, space-time, energy and matter supernaturally spun into tangible beauty for all to see.
First off, it would be a buffer to Uburra-Namall's powers; things would be less likely to simply poof into existence when she imagines them. In addition, when Uburra-Namall takes on her domain as goddess of art/poetry, this plane will serve as inspiration to all of her most devout followers. A reservoir for all of her wildest dreams and imaginings. By some strange coincidence, those highly devout followers will all buy, make or otherwise come into possession of objects/baubles/trinkets that resemble one of Uburra-Namall's favored animals. These objects will be sort of preternatural receivers, allowing them to inadvertently receive inspiration from Uburra-Namall's hidden plane. As a subject of Uburra-Namall gets more and more attuned to that plane (through worship and intense artistic practice), they gain more and more favor from the goddess. And to a very select few, the most intensely devout, the most righteous mortals among them, who have received the most lucid and beautiful enlightenment...a permanent home at the place where the Plane of Love and the Plane of Creativity converge. Enter the cult of folks desperately seeking entrance into Uburra-Namall's ranks.

Well, it's more of that the Divine Artifact would be 80 kilometres under the surface and the Divine Artifacts that keep up the law would be stored within. So, it would become what could possibly be the largest defensive Divine Artifact.

The odds are highly stacked against him if he tries. The Illusory Labyrinth would still be within Mina's lands, so he wouldn't be able to bring Artifacts or Divine Artifacts as well as being unable to use Divine Actions. Also, well before he reaches the Labyrinth, he'd be stopped and beaten up by 6 Goddesses, all of Major level and up.
Somehow I doubt even he could overcome those odds at 30 Divine Combat Points vs. 70.5 Divine Combat Points.

He can try. I have the Twin Goddesses of Fire and Ice on my side as well as the Goddess of Wind and Water. They could neutralize any flood he tries to make. Plus, Mina also has Fire and Ice as part of her domains. So, that's multiple Goddesses acting within their domains versus one acting outside of his. I think my side wins with that scenario.

The races and Mythos have innate magical powers for a reason. The Shadow-Scarred could evacuate those who need to be and request aid from the Watchman, because I'm not going to provoke Mik Hael in the Story. If he does attack, it will be unprovoked and the Council itself will possibly come to my aid. Especially as it wouldn't be Mina's fault, it would be Mik Hael's. I wouldn't have to worry about high casualties. I gave powers to the races for a reason.
