Thing is, different arrangements of stats can mean different things.

The main reason I added those is to allow for that.

High Culture and High Martial could mean a refined society with complex social codes revolving around warfare and fighting.

High Knowledge and High Martial could mean warfare that revolved around the usage of tech/magic in war.

High Culture and High Knowledge could mean a complicated culture with great love of knowledge.
