"Hey out there, all you insomniacs and psychopaths. I know that's what you are, because you have to be one of the two to be tuning in this late. Now, I know you're all hungry for the nightly scores, who fought who, who sprayed who's turf, what moves the big players are making, and of course the all important city rankings. But awhile ago, I got some strange news. Not all of you know our illustrious history. Can't hold that against you, you probably weren't here when it all started. After all, the city is growing every day. So sit back, and let The Voice explain the state of things.
It all began with the construction of our far city. Everest, they called it, because it was the peak of human advancement. Technologically, the very best humanity had to offer, everything state of the art, homes, schools, parks, all a pristine white that, if you looked long enough, would make your eyes go numb. We fixed all that, of course, but that's getting ahead of myself. See, the inhabitants of this city learned soon enough that humans were not meant to endure paradise, even one crafted by their own hands. The adults dealt with this lack of challenge by throwing themselves into their work on the upper level, but what were we, The children, supposed to do? Sit on our buts and play video games and watch T.'V.? Were we expected to spend all our time on the internet? This place offered us nothing, not even color! Do you blame us? Did we not have every right to go a bit mad? See, we made our own fun. We started to gather in groups, go out and do things while our parent were away at their jobs, which they seemed to stay at more and more. I don't know who it is that threw the first punch, but one day a riot broke out, one long rolling fistfight throughout the city. It was all in good fun, you understand? Most advanced medical care on the planet, remember? Of course, getting all jacked up ain't pleasant, but that just makes you hang with a group to prevent it. Soon, cults of personality where forming up around those of us with natural charisma or glorious ambitions. The gangs of Everest had been born, and the city was never the same. Now, this is where you newbies come in, so pay attention. I know some of you are hiding scared in your houses, like mice. But believe me when I tell you this: out here, it is pleasure island. So come on out, young bloods, join in the fun! I guarantee you won't regret it! I know getting all jacked up isn't fun, but with a loyal crew, a sharp brain, and a good right hook, this city could be yours. And if not, well, at least your have some interesting stories to tell when you leave. Think about it. The party starts once the sun goes down." And that's the setting for my idea. A bunch of family's get locked into what is essentially a prototype double tiered city of the future. It's perfect. Too perfect. With no challenge, the adults throw themselves into their work, ignoring the children. The children, with no outlet for their energy, turn the lower city into one big game of war, knowing that the state of the art medical droids will cart away anyone that gets to injured. The various gangs of the city are, eccentric. For tone, think The Warriors + Scott Pilgrim vs the World. Yes, I know how insane that sounds. So, thoughts?

I was thinking: Then I think a RISUS style skill system. You have ten points to spend in as many skills as they like. 1-2 is poor, 3-4-5 is good, 6 in excellent. No going above 6. Also, all skills must be justified by the backstory and you get a bonus for using skills creatively.

No you can make up any cliche you want, provided you can describe it and justify having it.
For example: Whittling (4) {Character name} has always had a passion for whittling, and can carve out thousands of different things with his little knife.

Name: Kylie Wolfe Physical Description: Flowing white hair down to her waist, heterochromic eyes (one an icy blue, the other a verdant green), small mouth with pearly white teeth, light skin (more caucasian than anything else), around 150 cm tall and 50 kg in weight Personality: Kylie is a very grim person. If asked whether the glass is half-full or half-empty, she would say it is half-empty. Kylie abhors diplomatic talking and prefers to instead beat the stuffing out of people. She also loves to hack her way into computers of any kind. Backstory: Kylie was born outside of the city of Everast and moved to the city only recently. Kylie's parents generally left her locked up in the house when they left for work with nothing but a computer and internet access. This caused her to explore around on the internet and resent that other kids could go outside freely when she couldn't. Nothing to out there. No one is going to have world shattering stuff, by I'm willing to allow a certain amount of what I like to call Anime superpowers. Weird fighting styles are fine and being able to crater stuff just by training really hard, things like that.
I wonder if I should add like, a growth system. Something where by you gain more power. Could you help me with that because, to be honest, I kind of want you guys to start at the bottom, and work your way to the top. After all, this is still in the planning stage.

Generally, being tough, good with a weird type of weapon, a strange skill. Basically, anything you can get through training really, really hard.
But guys like that are going to be special, bosses and such, until you start rising in the ranks. Then they become much more common. Hopefully, you guys will be stronger then too.

Not much, actually. Like I said, the really super powered stuff comes later, and even then it's in the minority. Most fights are going to be settled with trickery, stealth, and schoolyard brawling.
The gangs may have some gimmick or theme, like one that's composed of free runners or one that fights on roller skates or a group that spends all of it's time in the river, but usually the entire gang doesn't have a special ability. There are a few I've thought up where all of the members have a single power, but those guys are usually considered freaks even by Everest standards.
