In essence..
When it says DX+2
Then it means that your effective level is your dexterity plus two.
So, for someone with 10 DX, they would have an effective level of 12.
Then they roll against that, if they get a smaller number then they pass.
The actual spending of points on skill is to improve that +, or at least get a minus.
Because with no points in a skill, it will default to something. Like DX-4. So even enough points to raise it to DX-2 is better.
After all, rolling for less than 8 is easier than less than 6.
