Arguably, a villain does not have to be OP to be a good villain. Nor does being OP mean they are a good villain. Actually an OP villain is probably a terrible villain. In regards to story I mean.

Perhaps OP in the regard that they cannot be taken on by just one person.
I think that's okay; it can force cooperation, at the risk of losing. OP enough to defeat the entire team, with no real means of escaping or overcoming, though, yeah, that's a problem.

Hmm.
We can start with Machine, which gives: Immunity to Metabolic Hazards [30], Injury Tolerance (No Blood, Unliving) [25], Unhealing (Total) [-30], and several 0-point features, which include running on energy and not having fatigue. If you want your character to have lasted for a long time without refueling, that'll be extra. (Unhealing indicates that only an active process can restore their health.) That comes up to 25 points, then we add the AI mental template (If desired), which is: Absolute Timing [2]; Digital Mind [5]; Doesn’t Sleep [20]; Intuitive Mathematician [5]; Photographic Memory [10]; and Reprogrammable [-10]. Though you can take bits of that away if desired. This comes out to 57 points. Now, we can add some other things. The vehicle template comes to mind, with Horizontal [-10]; No Legs (Tracked or Wheeled) [-20] and Numb [-20]. No manipulators, which is also part of that template, can be removed. However, the fact that you can switch between tracks and legs negates at least some of the disadvantage of having wheels in the first place. This brings it back down to about 7 points. Now, add in Doesn't Breath [20], Pressure Support [5] or Sealed [15] (For surviving the vacuum of SPACE). The disadvantages of Electrical or Fragile might also mesh well with this. There are tons of skills to offer, and many types of sensory modes.

Possession (Parasitic) is only [40] points, but you'd need Permeation (Flesh) [5] to use it. That would also allow you to pass through flesh if you really have to be in your non-hosted form.
However, it requires a roll for control, and you die quickly without a host. And anything that can hurt the host has a chance of harming you as well. Also, any long-term host will require that you pay for their advantages. So you can't just have a wimpy starting character, then jump into something beefy for an upgrade. You have to pay for long-term residence, just like AIs that can download themselves into new bodies.

I need a full sensor suite. The works. When picking skills, focus more on the exploration and any skills that would make sense for a robot to survive by itself on a deserted planet.
I don't think it lasted a long time without refueling, because it refuels using solar panels.

I'm pretty sure some metaphysical mechanism exists within the realm of sci-fi, which converts kinetic energy into ammo.
I know Lucas Bishop has two such guns. Normal size, but potent.

True, but when I originally asked if Grith could have a real world handgun that was made to blow a hole straight through an elephant he said no and gave me something smaller and mechanical.
