Maybe it goes out hunting for a skull of a dead mother Cubone? I mean, cats don't bring their babies out into the open until they've gotten strong enough to move on their own. Maybe the same goes for Cubone. Maybe it won't come out til its found a skull to wear (or maybe its own head will be too cold for it to survive without it's mother's skull...and it'll DIE)

Meh, just sayin'...gotta consider all possibilities.
I mean, for all we know, it only takes the mother's skull if the mother dies, and if she doesn't, it develops a skull-like carapace over its head anyways... The mother's skull situation might just be Poke-Myth for all we know.

That's not simple! That's not simple at all!
 And besides, it begs a question with no true answer unless divinity exists. Since divinity is out of the question to talk about, that question cannot be raised at all, let alone answered with any kind of certainty.  It should be dropped for the sake of all our sanity.
