The original question was from way back in the first Poke-Thread. And now we has an answer. The original artist is Pikadigitouhou. In fact, here's the deviation's page.  EDIT: Turns out, it's not actually his work. He admits it himself. Perhaps it belongs to another artist whose name I saw beside it.

This was hard to complete for several of the typings, I think I could easily switch out several of the pokemon while on other typings I have some that I definitely wouldn't change. I also decided to not include legendaries when I was selecting pokemon since I try not to use legendaries when I'm playing the games.
