Actually, terraforming would not be needed:
1) Our atmosphere on Venus has 60% of the lifting power of Helium on earth. Thus, a city's atmosphere (provided it was large enough) could hold up the city. This allows for point #2.
2) Above the clouds, you'd be safe from the extreme heat and pressure and have some protection from the sulfuric acid rain. You would also have plentiful solar power; even if the panels were pointed downwards, the light reflected by the clouds would provide almost as much as the light coming directly from the sun.

Alas, your powers would allow it to be done with a mere thought. I'd help you if needed.
