The personal customization is more in the realm of the third level and up, but yes, for the moost part they could. That's how the advanced techniques came into play. Kagehana, though (whom I plan to turn into the Demi-God of Twin Flowers after she wakes up from her hibernation), would have also been known for her twist on the Rinshan Kaihou. Stop the blade right before it hits and let the enemy run their head into the hilt. It would have been fast enough that it would have looked like she struck them, but eventually it would have gotten out. @Mik Hael: I'd like to ask that you redo your gods (Mik Hael, Dephos, Grace, and the Monsterking) for the new system. There are now 3 tiers: Pantheon Leader, Lesser God, and Demi-God. PL's get 1 pt in each stat, 6 pts to spend in stats as desired, and 6 pts for skills. LG's get 1 pt in 3 stats, 4 pts to spend in stats as desired, and 4 pts for skills. DG's get 1 pt in 2 stats, 2 pts to spend on stats as desired and 2 pts for skills. Stats are as before: Power, Precision, Perception, Presence.

Considering that the rules may well change once more, I don't see a reason to suggest that.
At least, I think the skills will need a change. I figure I'm going to have to keep posting rule sets, then divining from the yelling what people don't like about them.

Let's see..
Skills should be a method of conflict resolution among most of the beings in the roleplay. Everything from Heroic Mortal to Pantheon Leader. Artifacts would basically be items that conferred Skills to their bearer. I'm thinking about simply having the creation of Artifacts be a gradual process. Miracle+Prep time to raise something to an Artifact, time to let the power settle and adjust + more Miracles to raise it's power. Upper cap on power levels. I do, however, feel the need for there to be a way to implement additional abilities into things. Skills mostly represent a advanced ability that someone already possesses. Though skills could be a work-around (Flies Quickly or Breathes Fire). I'm probably going to make Heroes work differently based on what Hero status is being given too.. I'm looking at ways to make everything more cohesive and simple.

Po went west, ambushed a traveler and sent the mortal back to town while the mortal was unaware that it had been infected with the Neurax Worm. Po covered the mortals head with his gloves and then knocked him out when he ambushed him so the mortal did not have full knowledge of what happened.
Dash went north with Tel. She is dancing or is about to dance for the villagers to mesmerize them. The others, mostly Mar and Dash's mortals, are covering up the ruins of the first city.

For the most part, I don't see anything I have to do.
The narration of the mortals is more or less something you can do for yourselves. I'll be observing from now on and insert conflict as needed.

I actually think that the skills and stats systems are okay...did you have some idea to change them? Basically, making it more difficult to make artifacts willy-nilly. I get the point. Have you thought of a precise number of posts yet, that one needs to wait, in order to make an artifact? This, I'm not sure I get. Way to add more skills in-game or OOC? Either way, I need some elaboration. This, also, I am not sure I get. Make heroes work differently based on their race? Yeah, and I'll gladly help anyway I can think to be of assistance. Fortunately, you won't have to rewrite the entire thing, so that's definitely a good start.

Yes, they were in Hyperion's original rules, only with Potency rather than Perception. They were taken out for the original rules of Gammara then added back in for the Second Age.
