Magic is possible, but it should go to whoever has had the most influence on magic.

Right now, Mina has made more kinds of magic than anyone else, as well as an academy for it.

Of course, I made a magical civilization, but there's no god for them (Hazet was not the one who caused that.)

Balance is fine. Mostly because it's usually a neutral-orderly force.

Keeping things from careening off to one extreme is something I don't mind.
