That's a difficult question. If you think its necessary for me to know what you're attempting as it may not be clear...then yes. But if its simply a motivation that I don;t necessarily need to know to narrate the world, then no.

I just narrate what happens in the world.

Per your example, I would say its not entirely necessary as I would simply narrate what happens when you attempt to wear the hat if you do.

Seconded.  It never occred to me that the speaking time and action time were incongruent when I was a young comic book reader, but as I got older it started making less sense.

Fun fact - Deadpool actually calls this out in one of his issues.  When Wolverine is coming at him in mid leap, claws extended, while recounting some of his previous battles with Deadpool, he mentions that extra long word bubbles must be another of Wolvie's mutant powers.

Sorry, old habbit.

Should we factor in the time it takes for two characters to discuss a plan into the time deducted from the time it takes for a gelatinous blob to eat a fallen character, or just leave it as a little quirk of story telling?

then yes, here's the best I remember of it.

SlowBow: A bow that shoots arrows in slow motion that return to normal speed after five seconds.

Milk Meister: A wand that gives you complete and utter telekinetic control.....over dairy products.

Question: Can I get an upper bound on ridiculousness, raunchiness, and absurdity allowed for item ideas for this game?

I don't have a set upper-bound for ridiculousness. Nor would I be able to easily define one. I was simply going to test the limit as we go and find out through small increments where the best level might lie.

Besides I'm looking less for specific gear with specific abilities as I am for styles, effects and looks that are modular with other parts. This is because much of the loot is randomly determined by rolling up the different aspects from lists of gear, styles, modifiers, abilities, enchantments and themes.

I really can't use too many specific items like you're suggesting. They don't work well with my gear generation system and I'd have to keep track of them separately. Besides, I don't NEED ideas...I simply would appreciate any helpful suggestions for items, abilities and themes.

That was my original strategy.   I didn't think I could generate the force necessary with a bullet from my sling.  I guess I should try before dismissing it as a viable tactic.
