Well they can only use one at a time. My thought process was that, unless they are shifting between jobs to combine effects, which they can do only a limited number of times a fight, they would be a lot weaker than a normal class, only being able to do basic skills unless they used one of their power charges to get a temporary boost.

Be careful what you wish for.
My summer break starts at the end of this week, so don't expect I'll be busy with other things to elsewise occupy me (at least not enough to make me forget this).

Level 1: Dragon Mass
You can't just magic away literally tons of dragon, some is going to get left behind in a smaller, human shaped bundle. Scarlett is very heavy, very dense, and very strong. Level 2: Inspire Terror Dragons inspire terror in everyone they encounter. This ability gives everyone the impression that, instead of fighting an admiringly strong young woman, they are instead facing something that taps directly into their lizard brain and flips the terror switch. Level 3: Appraisal Dragons have a natural eye for quality, and can tell the value of a treasure just by looking at it. Level 4: Level 5: Natural Weapons Scarlett regains her claws and teeth, good for climbing and fighting. Level 7: Roar Let’s out an ear shattering dragons roar, dealing sonic damage to whomever it’s directed at. Level 8: Scent Treasure Dragons love treasure, so much that they can quite literally smell it. Each precious metal and gem has its own unique scent, and are easy to find. Level 10: Breath Weapons Scarlett regains the ability to breath fire. Level 11: Level12: Level 13: Scales Scarlett regains use of her scales, which act as armor and are completely impervious to fire. Level 14: Tail Regains her tail, giving her an extra attack. Level 15: Wings Scarlett regains the use of her wings. 16-20:TBD It's kind of hard because they're not really "skills" as much as they are just things that she can do.

Dragon Heart: Stamina or Courage/Spirit related buff.
Reality Glitch: Confuses reality for a moment. Reality counts her as both Human and Dragon simultaneously instead of only Human. Dragon Fear: Even mighty predators can cower against a dragon for a moment. Draconic Knowledge: Draws out knowledge from her past. Knowledge encompasses nearly every relic or beast in the local realm. (Depends on how old she is). Dragon Proxy: Bestows her lost status in reality as "Dragon" onto another being (Perhaps inanimate object at later levels as well) to act as her proxy body. True Human: Learning to wield the curse as a weapon, she learns to copy any possible trait of other humans for a moment due to the vague definition of "Human" assigned to her in reality. Changed Spirit: Due to no longer being a dragon, and not truly being a human, effects that target her mind or soul are minimized. Weight of History: She has the weight of history on her side as she tries to regain her status as dragon. For a moment she can cause Reality to remember her exploits as a dragon and cause them replay in the nearby area.

They're much more imaginative then the things I would come up with. I honestly hadn't considered using her status as being misfiled in the records of the universe as a power.
Also, the way you wrote them reminds me of the descriptions of Noble Phantasms.

I'm not sure what Noble Phantasms are.

Noble Phantasms are only possessed by heroic spirits taken from the throne of heroes , and the only way you can have the raw Prana necessary to summon them is through the grail itself.
God, it's almost incomprehensible but I love the whole Idea of it. Don Quixote would be an amazing Lancer. Ugh, Mik, about your ghost class; An actual ghost, a shaman like from Shaman King, A ghost-master? What are we talking about here?

Saber: Joan d'Arc or Nobunaga no Oda Archer: ... Lancer: ... Assassin: ... Caster: Hard to decide Rider: Julius Caesar? Berserker: Eric the Red For the positions of future Grail Wars, those would be what I'd like to see in the filled out spots.
