Matthew was at the river with his sister trying to find their dog because the river was flooding. Matthew slipped on the mud on the banks and fell in. He was quickly swept up and carried downstream. Nine hours later he was found by the police. Suprisingly he was alive and only a little hurt by some water in his lungs.

From his point of view, did he really stay in the water for nine hours?

Now, I'm failing to see how it was supposed to be obvious, since I guess in another context, he would have developped totally different superpowers. Or is the presence of water a requirement?
So, he can give other people superpowers, right?
In this situation, he gave himself superpowers, right? or did he give them to someone/something else?
Is there a condition to activate his superpowers?
If so, is it being close to some people? saying something? having an object? being in a particular environment? being in danger? doing a certain action? knowing or not knowing something? another condition?

It did not enter while activated and was in a way a limitation.
Sorry I read that it was a power to give him more powers not others.

See I told you the first one I did would be easy.
Matthew was wearing a rain jacket because it was raining which caused the river to flood. When he fell in clothing power activated giving him immunity to the water drowning him. After nine hours he was exhausted and the rainjacket slipped off of him. By that time the current wasent so hard and he was able to swim to shore.

"Tobias was walking along a beach with his friends when a wave knocked him over and dragged him in. Lifeguards searched for him, but he had been pulled under early on and was a poor swimmer, so he was eventually assumed dead. A week later, he arrives at a friend's house, nearly giving said friend a heart attack, where he begins to explain his story of survival."
