Multiple things actually the thing I love about when people in science are at war they study the enemies for weaknesses. And if the have a test subject to experiment on they dissect that enemy to find weaknesses. Teleporting itself in this world takes a lot of energy from any side.
In the history of the two sides the techs were originally losing until some of the people got a better understanding of what they were fighting thus precautions were taken upon certain scenearios against the enemy. And also trying to come up with anti-magic weapons is hard and can possible shift the balance to easily Then the neutrals who force both sides into stalemate. The neutral side just recently appeared and haven't even been around that long. But they have become notorious among both tech and magic side.

If they have such weak defenses, how does the Neutral Side force anyone to do anything, let alone two separate sides of near equal power?

Well just because an army has a weak defense they can't make up for it in offense. Also they are surviving on salvage equipment so you got to hand it to em. And another thing never underestimate anyone. You won't know what a single person is capable of till they have done it.

I'm asking because if a Fire Mage can just pull energy out of thin air, then there is very little stopping them from using lots of conjured energy to origami fold the fabric of space-time to move instantaneously from one location to another. Or using it to power a steam turbine indefinitely. Why don't mages use tech again?

What kind of internal energy? Mana of some kind?
Because most kinds of magic do things that would require more energy than the entire human body actually has, unless you're splitting personal atoms to harness that energy?

Mages can't use tech because it usually explodes seconds after its wielder dies. Cabanilla explained that one. And the stores of energy that each mage has is limited and can be replenished by eating or meditation, but they can't go above a limit placed on them by their own minds and bodies nonconsciously.

It's closer to splitting apart glucose molecules on the atomic level that are in the body for the energy. That is rather limited in a human body, but can be replenished. By meditating, they can cause the atoms in the glucose molecules to split even faster as well.

Interesting. So they have mana/magic power/etc.. but their own bodies put unconscious limiters on how much they can use.
That does resemble the limitations the body puts on muscle fiber usage.

For tech-level, think of feudal Asia/Europe. They could re-invent the steam boiler, but it's easier in this case to just use ordinary fire and wood. That's my opinion anyway.

They have magic metal that cancels out the enemies offensive and defensive capabilities.

They said that even the basic people who use it have armor made of it, how does magic fight anti-magic armor?

From what I can tell, it's because there's very, very few of them, and a great many enemies.
Also, I'm not certain if it's some kind of radiating anti-magic aura, or if it's just keeping magic from directly working on things in physical contact with it.
