 Well, in Celadon mythos, deities and similarly powerful beings come into existence prior to the domain over which they rule. They don't exist because their domain exists; rather, their existence allows their domain to exist. And Gaugamon embodies the destruction of Celadon. So naturally, as his importance is among the most crucial to Celadon's history, he was among the first to come into existence. Before him, the beings necessary to create and rule Celadon itself (ie, the Elementals).
