Or in UTC/GMT/Zulu time between 8:05 PM and 8:10 PM.
Or in CEST time between 22:05 and 22:10.

For the past few days the Over Quota has been happening much later.

Well, the Over Quota is occuring much later than before. So, either Justin put more money into the app, or people are viewing the main site less often than before. Also, there's still the second allpower time! (Yes, there are actually four allpower times a day!)
