Well, just think...
for Precognitive, you could implant compulsions in their future thoughts AND predict their movements/actions (if their mind is immune to mental penetration, it's only in the present, not the future)
for Postcognitive, it could be any length of time in the past, depending on the user's individual strength; plus, if you change their thoughts in the past, that could still be used to induce compulsions, and alter thoughts otherwise
for Empathic, I think I may change it. Maybe you'd only be able to read the thoughts of people with whom you have an empathic connection...
for example: Because he's my enemy, I can read his thoughts, to prevent him from bringing harm to me; because she's my friend, I can read her thoughts to stay in contact with her; but neutrals cannot have their minds read
