I think I know what is meant by the phrase. I think he means superhuman attributes limited to specific areas of the body.

I have just added another power. It remembers all past forms and allows shapeshifting into them, like a specialized version of Pro Recall. It is to deal with the issue of forgetting one's past forms or not being able to replicate them to a satisfactory degree.

I have submitted another power, this one able to make any factor influence another, such as giving political power and empathy a positive correlation to the point of causation, meaning that the higher levels of government will have empathy for every citizen.

How would that work?
I mean, from a pragmatists point of view, they can't empathize with every citizen  or else nothing will get decided and everything will crumble.
Or is it one of those magical most-good-for-most-people-and-try-and-hurt-as-less-people-as-possible powers?

Have you ever have a power you wanted to post, but it was so weird and technical that you can't think of pros and cons for it?

For example; the power manifest as a rolling number counter on you body, like a speedometer. You designate a number when you start the power and every time you take a conscious action the number on the speedometer goes up. When the speedometer exceeds the number you designated it resets to zero, and the physical effects of your actions undo themselves and return to how they were before you effected them. So if you broke a window t get into a house, the window would reform itself once the speedometer rolled back to zero but you wouldn't suddenly find yourself outside the house.

That reminds me of when I wanted to make a power based on time.

It's like, you know how you experience the moment you are in? Imagine if you could do that for your memories, so instead of being dead recollections of past moments, they're living bits of yourself experiencing those times. Imagine the power of that, if the you of five minutes ago could talk to the you of now.

You could change the present by changing how you acted five minutes ago because you are five minutes ago and now.

Now imagine if you expanded this to include the whole of your past. You experience and are aware in every single past moment. You'd be damn hard to kill, since killing you would just mean you change how you acted to arrive at that outcome.

And if you could extend this forward, remembering your future before it happens, you'd be able to alter your entire life just by changing the way you acted as a baby. How could you say that you died, since you don't even more the forward or backward in time, you experience the whole linear path of your life at once.

Of course, you'd probably still have a forward and a backwards, it'd just be perpendicular to the normal time line. You remember the time before you changed things and the time after you change things is still a mystery.

It'd be interesting, but no way I could squeeze that in properly.

I've seen something similar in manga's.  

Well, not exactly the part where you communicate with your past self.

But a power that makes you know what will soon happen.  
In those manga's it's often some kind of short-term precognition that's always active.
Even when it's only a few seconds that's still usefull to avoid or counter almost any attack.

There's also a manga where the protagonist sometimes relives the days of his child hood.
But whatever he does in those childhood days also changes his present.

And in another manga the protagonist somethings experiences the days of his future self.
Which makes him aware of the effect that his current choices will make.

There really are a lot of things you can do with time based powers.

Pathogen Psychometry
The ability to track the spread of disease.
With this ability, one can track an infectious disease, initially through touch or personal infection, but when more experienced other means may become available. This does not identify the pathogen, but can find patient zero in any outbreak and also tell how long a person has had the infection. With experience, other information, such as method of infection, may become available.

Pros:
-Find out those responsible for infecting you or those you care about.
-Find patient zero in any epidemic.
-Uncover historical knowledge.

Cons:
-Does not protect you from the disease.
-Does not identify the pathogen.
-Does not cure the pathogen.
