Perhaps not well, if it's just a normal mortal, but they can use 'em.

If we want for each hero to be equal in the tournament, then none should use Divine Artifacts and normal artifacts just won't be counted as buffs.
If we want to go by points, I still think we shouldn't use divine artifacts, but count by artifact level. Either way, magic is fine.
