That's the point. She's there to allow for a bit of contrast. The others are much less subtle, and she at least is aware that a good Public Image is needed to take over the world.

Besides, if Haket has to resort to force to rule his people, he' Couldn't have been to good to them in the first place. So, in a way, the masks had the effect I desired.

Also, I swear I didn't know about any of the other Gods when I made The Watchman. I didn't set out to make Heket my natural enemy.

I kinda decided to push Hazet in that direction because he'd make a nice opposite for you. I was planning on making him paranoid anyway, so this is a step in the direction he would have likely taken anyway.
