Mina, Lily, and Kyouko are not going to like Khadai trying to stir up strife in Mina's territory and will ask her once kindly to remove herself from Mina's territory. The Plane of Gehenna is alright for stirring up strife though. It's a dog-eat-dog world on that plane.

Consider it this way: demons tend to be associated with strife so this is still within Mina's domains and due to conflict Gilgamesh could do the same. I don't see how it's unfair or balderdash.

You.. did read what happened to Waverider and Hazet, right?

And they are much more powerful than Khadai.. So increase the severity of their wounds proportionally.
