And he is intended to be the most powerful god there.

Well, he has four major gods that answer to him. Each of those four has four minor gods that answer to them. Each of those minor gods has four demi-gods that answer to them, and each demi-god has four divine servitors that answer to them.

One Overgod.
Four Major Gods
Sixteen Minor Gods
Eighty Four Demi-Gods
Three Hundred and Thirty Six Divine Servitors.
