Well, races are still allowed in and so are ordinary creatures. High Gods can bring in (Divine) Artifacts with Mina's permission and Demi/Minor/Major Gods can enter if they have Mina's permission. Same with Mythos and Divine Servitors, they need Mina's permission. Any High God who enters Mina's domain to bargain with her will do so at their disadvantage, which is how I planned it.

Divinity Dampening field. Lowers your divine rank within it to that of a minor god and saps the power of all divine artifacts. If we are going to meet and negotiate in this city, the Watchman wants all Deities to be on equal terms. That includes gods like Coral and Bazul.
