Mikoto notices the Witness inquiring about bail with the heroes of Uburra-Namall. She had walked back to the Spectropolis after finishing her talks with Amalia and Pessimal Tomes. She didn't know who they other than that they had a god with them and it might be nice to help them.

Mikoto: "I'll pay the bail. How much is it?"

[Gentleman Vaultboy]

"A sum of 175 dollars is necessary to avoid jail time. A fine of 50 will also have to be paid before the girl leaves the city. This is just a placeholder system, until the city acquires enough permanent residents to have a proper court system."

[Tsubasa & Wen Tien]

Mikoto: "If I pay all of that upfront it should be fine, right?"

[Gentleman Vaultboy]

"That would be correct."

[Tsubasa & Wen Tien]

Mikoto: "Ok!"

She pulls out a wad of money and starts counting.

Mikoto: "1... 2... 3... 4... ... Stupid mathematics! Here's everything in my pocket!"

She hands everything to the Witness. The sum? $300.

[Gentleman Vaultboy]

The Witness take the money into it's cloak, where you hear a quick shuffling of cloth and coin. Then it's hands reappear, they hold a sum of 50 dollars which he hands back.

"You are a very kind woman."

He turns to Mina, "And you are lucky you learned this lesson now. Always check the laws of any country you enter."

He points. There, on the wall, is a posted list of laws and their corresponding punishments.

"Good day, to all of you."

The Witness backs away into the crowd, vanishing into it the same way glass disappears underwater.

Mikoto takes back the money and bows before turning to Uburra Namall's group.

Mikoto: "So then, what are you the god or goddess of and are these your heroes?"

[Celadon's Penultimate]

The heroes turn to one another.

"I am Zai the Thinker."

"I am Bo the Quick."

"I am Revei the Brave."

"I am Mina the Sly."

"I am Tyran the Strong."

"I am Uburra-Namall, goddess of love and beauty, and these are my ministers, Jassi the goddess of goodness and healing, and Jissei the god of evil and corruption. These five young heroes come as my ambassadors. And who might you be, that I know who to thank for her generosity?"

Mikoto: "I am Mikoto, Avatar of Mina Goddess of Demons, Youkai, Shadows, Fire, and Ice. I do wish she didn't have so many domains that I have to remember."

[Celadon's Penultimate]

"Well, Mikoto," Tyran nodded, "Until such time that you should be one of our opponents, we shall cheer you on in combat. We wish you the best."

The others agreed, including Uburra-Namall, Jassi and Jissei, and extended their best wishes to the kind stranger.

Mikoto: "I'm not actually here to fight anyone. Just to represent Lady Mina."

"Ah..." Tyran tried to gesture to make himself seem more diplomatic, "Then all the better. We shall see you around, Lady Mikoto. Good day."

He turned and Uburra-Namall would lead the way.

There was one last matter I had to attend to before the tournament could properly be started. The last member of my council was required to be made.

I step into the Plane of Heroes, a warriors paradise. There were grand halls and training grounds for every hero, and war grounds where heroes could test there mettle against legions of Divine Servitors without being troubled by death. Each of my heroes had spent at least a portion of their life here to prove that they were worthy, even now my first avatar, Gilgamesh the Second, was training his body.

It was here that my next spirit would live, to watch over my creations from within the plane. I would raise the first Titan of this world, and Lore would be his name, for he would be the Lorekeeper. This Titan would carry the King's Monument on his back, and wields its protective powers. (-12 Motes)

Returning from the Plane of Heroes, I take my place in my viewing area that overlooked both the arena and the other viewing posts of the tournament.

I amplify my voice and call out to the city. "It is time for the Grand Tournament to begin. I call for everyone to come to the arena at this moment for the opening ceremonies and ask for no more artifacts to be created until the tournament is finished."

Upon hearing the announcement, Kagehana moved quickly and went through the shadows multiple times to first pick up Mikoto to get her to the viewing post for Mina's pantheon, then to find Nayotake no Hime and get her to where the heroes of Mina were to gather and last to get Taro to where Nayotake was while keeping him appropriately covered up and out of the sunlight. Now to see who would show up fastest...

Zaya was setting up her stall.

It had been an easy manner to enter the city. She'd muted her aura and made herself look like a normal mortal, both easily done. A few coins had purchased a spare stall, and she had more than enough of those.

She'd decided to set up a little betting action, and had raked in money from gamblers. It was so nice to have people giving you money like that.

Now, all that had to been done was to watch the games and see how things turned out.

Zaya slipped through the crowd, heading for where ever the other gods were staying.

I speak to those that have gathered for the tournament. "Many of you have already signed the roster to enter your heroes into the tournament, but now I call for all of you to donate a portion of your power to enter. This power will go towards creating a powerful spirit to protect all our lands equally."

I wait a moment as people discuss this new development. "Now, the Watchman has informed me that the first match of the tournament will be Bo the Quick versus Thram. I ask that both of these heroes find one of the Watchman's servants so that they may be led to their respective starting zones."

I retire to my viewing zone and wait for the heroes to become ready.

Back at home, Mina and her goddesses made preparations to create a giant Divine Artifact that would be underground and would be known of only by a select few. Gravas made a spiraling tunnel from the surface to an area 80 km below the surface (-0 motes, Inherent Action). After resting for a little while she would create a giant cavern to house the Divine Artifact and as she did so Magnas made it so no rain would ever hit the area 5 km around the tunnel's entrance (-0 motes, Inherent Action). The others stood guard as Mina concentrated her energies to create the Divine Artifact.

Mikoto was stunned. She hadn't known that the gods would be asked to donate energy for the creation of a spirit. This was not good. She needed to let Lady Mina know of the new developments.

Mikoto: *Lady Mina～ Lady Mina～*

Mina: *Yes, Mikoto?*

Mikoto: *All of the gods with a hero in the tournament have been asked to donate energy for the creation of a spirit*

Mina: *What?!? I'll be there hopefully by the end, but first I need to finish something else up quickly. Let me know of any other new developments*

The servants found Thram easily. The Draemar sorcerer was sitting surrounded by aides and hired servants, snidely berating them for any perceived flaws they possessed.

"What are you?" The sorcerer peered down on the Witness.

After a brief explanation, Thram allowed the Witness to lead him towards the starting area.

 "Were almost there muffin." We've reached the edge of the desert and began moving towards the arena, it took longer than I expected but that was due to us having to navigate around a few undine Habitats to avoid conflict, but at least it gave me some time to finish my project. The chains I had spent the duration of the journey created crackled and shifted with the essense of chaos as their number continually increased and decreased rappidly, making them a wrything mass of twisted black shadows randomy coming together and breaking apart at various intervals. "now what to call you....I guess just chains will do. "

 "It looks like we've still got a few minutes before we arive though...." As I say this I see the city ever growing larger on the horizon. I guess I've got some time to make something else then...." I tap the edge of my face in thought before becoming consciously aware that it's covered by the mask of black and white, "Right, I almost fogot about that..." I take off the mask, which reveals anothe rmask of the exact same size, shape, and color, "I guess I could make you into something then, maybe spirits, it's what the faces of all of these things look like anyway." I begin infusing power into the mask as we make our way into the city.
