'A way of carrying out a specific task' it says. Thus I can still argue that it is a technique, because it's the way that the power was used and thus a technique. Also, different dictionaries have different definitions. The Webster's New Encyclopedic Dictionary (©1993-2012) says, "a method of accomplishing a desired aim, ability in such treatment or use, the way in which basic physical movements are used." As such, it still works for the first one and the second one in this defintion.

You can't copy his power by your own definition of the artifact. We;ve defined that the spectral energy is his power and can;t be copied as a technique because it is not one.

Unless he can tell me how it is special and not like normal energy then it can't be treated as special in my opinion. There needs to be a reason as to why it is special like how my Silver Snow absorbs energy from those it touches and sends it to the wielder. It needs a way it is different otherwise it is just normal energy and can be copied, otherwise the Clone-Blade copying the arcs stands as it is just regular energy.
