Paean should be fun.
He's a basically a nice person. Artistic, full of youthful optimism, compassionate. But.. He does have a temper that volcanoes would envy. And the last few days have been hellish.. Waverider has had a bit of revelation considering her behavior, and is less of an amoral childish ass. Hazet is backsliding. Many of his people returned to him during the chaos, and it's inflating his head.

State of the Watchmans opinion, going into this era ending meeting:
Crav Oh my god, Crav is the best. He's putting the moon back, his hero was instrumental in shutting the villain down, and in general Crav is the chillest guy. To put this sort of thing in perspective, Crav is the only god sitting at the table whom the Watchman trusts implicitly. Barring some sort of shocking personality swerve, The Watchman is going to agree to any reasonable thing Crav asks. Gilgamesh @#&% Gilgamesh. Outright hatred. If he was still around, The Watchman would try to have him tried and executed for what he saw as a war crime. Unfortunately, this isn't a opinion he can share with everyone else if he wants to protect the people from any sort of backlash, so it's just going to sit there and fester while he paints Gilgamesh as a great hero. This doesn't extend to anyone under Big G, Gilgamesh 2 probably has a huge advantage with the Watchman simply because he's mortal. Uburra-Namall Probably the god he likes second most. Uburra-Namall probably gets the same treatment of Crav. Mina Wary, though that more to the fact that she could unravel his plan than anything else. That she has to lie for his plan to work gives her a huge advantage over him. On the other hand, he did save her country from Void Dragon attack. Mik Hael Why? Why now, of all times, are you amnesiac? Are you kidding me? Mik is a complete wild card because the Watchman isn't sure how he'll act. He'll probably be talking to Dephos if he makes any request that way. Waverider He doesn't like her. He doesn't like Waverider very much at all but it's a very professional dislike. He can keep a lid on it. Hazet Respect. Total respect, mixed with a healthy amount of guilt. Happy to see him doing better. Paean Poor little newbie, had so much dumped on his plate. Gonna help this kid however he can now that he's playing in the big leagues.

Well, does the fact that the living part of the armor is not part of the artifacts main ability or that the ability to travel into the plane is part of the plane's power and not the artifacts change anything?

Well, it all depends. There is nothing special about a divine artifact so long as it's in the city. The armor is just armor, no special properties assigned to it by a god.
That's the extent of the limitation.
