Does it involve generation, manipulation, resistance or immunity to cold? All of them. The generation & manipulation of cold aren't described for the power. But you can assume those are part of it.

I was a little worried that it would be un-riddled to soon.

Because I noticed later that when you use the search engine with the keywords "ice girl" (the song remember)?
Then you get only Half-Yukionna  as result back!

I think that Dryad's inspiration for that power came from the anime Rosario + Vampire.
In that anime the girl Mizore Shirayuki is a Yuki-Onna, which translates to Snow Woman in English.

And btw, they did use that song for a youtube video about her :

Okay, here's my next one.

A teen is wreaking havoc all over the world. His starting point seems to always be an island, a mountain or a river. And then he flies off, having his way with even the most secure and highly-fortified establishments and institutions in the world; Fort Knox, the Pentagon, Buckingham Palace, the Taj Mahal, the Louvre, none of them stand a chance in defending against him. In his wake, people are left dazed and confused; burned alive; frozen, in ice and in time; transformed into various animals; terrified by fictional monsters made real; and thrust into various other frightening fates.

What power is helping this guy pull off these crimes?
